Your Chevy Equinox EV won’t charge. In Prince George’s County or Fairfax County, that’s usually a refused session, not an empty pack. The traction pack can still hold real range. Split the failure before you touch the cable
Owners lump three problems under one search. Separate them.
Your Equinox EV is awake. The handle clicks. Nothing starts. That’s often an Ultium handshake miss with that stall. The cluster may read “Unable to Charge.” The port light may stay amber. The myChevrolet app may show charging never started.
Your Equinox EV is dark. The fob barely works. The port door stays shut. That’s usually the 12-volt auxiliary battery. A full pack still can’t close the high-voltage contactors without it.
The session starts, then quits in under a minute. Try another stall on the same site. A hot inlet or a dropped pilot signal can look like a dead car.
Don’t assume the traction pack is empty. These three failures need different next steps.
Work the stall you are already in
Stay with the car. Unplug fully. Reseat the connector until the latch catches. If that cabinet errors out, move one stall over. A neighboring unit often completes the handshake when the first one won’t.
In midsummer sun, stop retrying a hot inlet. Let the port cool, then try again. The car is protecting the hardware.
On Maryland state primary roads, CHART is the free patrol. Dial #77 on I-495, I-270, US-50, or MD-295. CHART techs change tires and jump 12-volt batteries. They add about a gallon of gas and offer radiator water. Published CHART pages don’t describe charging an EV. On Virginia interstates, including I-66 and I-95, VDOT Safety Service Patrol is reached through 511. VDOT describes incident and debris clearance. It doesn’t describe EV charging.
No DDOT motorist-assistance patrol turned up for the District. DC drivers rely on MPD, a private roadside plan, or US Park Police on the parkways. Pepco EVsmart serves home charging in the District, Montgomery County, and Prince George’s County. Dominion Energy Virginia publishes Schedule 1EV, the Off-Peak Plan, and EV Charger Rewards for most of Fairfax County. Confirm the serving utility by address. NOVEC, SMECO, BGE, and the City of Manassas municipal utility cover other pockets. None of those utility EV pages offer a charge for a stranded car.

Sleep the modules, then change stalls
Ultium checks the pilot signal, inlet temperature, and contactor state before it allows a session. A module that never went to sleep can refuse a good cable.
- Unplug the cable all the way.
- Lock the car with the fob, not the door switch.
- Walk away for five minutes so the modules can power down.
- Unlock, open the driver’s door, and sit without hitting the brake.
- Wait until the cluster finishes waking, about 30 seconds.
- Step out, lock again, and wait two more minutes.
- Plug into a different stall if one is open.
If that still fails, ask a Chevy dealer to read charging software. Don’t guess a missing update from memory.
Port door, latch, and a cable that won’t let go
The port door needs 12-volt power to move. A weak auxiliary battery leaves it stuck. Grit in the inlet can also block the latch.
If the door won’t budge and the cabin is dark, stop pulling. Restore 12-volt power first. If the door opens but the handle won’t click, inspect the inlet with a flashlight. Clear leaves, ice, or dust, then retry.

A dead 12-volt can hide a healthy pack
This is the Equinox EV surprise. The traction pack can show miles to spare. The car still won’t charge if the 12-volt battery is dead. That small battery powers the modules that talk to the stall. It also powers the relay that ties the pack to the inlet.
Watch for dim cabin lights or a blank cluster. Watch for a fob that only works against the glass. A car that sat two weeks in a WMATA garage is often a 12-volt case, not an empty pack. Dulles Economy Lot has no EV charging, and neither does the Terminal Lot or Valet. A week in Economy is a 12-volt story. Reagan National lists complimentary EV charging on Level 1 of Parking Garages 1 and 2. It’s first-come, with limited spaces. It still won’t wake modules that have already died.

Where Prince George’s and Fairfax drivers actually get stuck
Apartment and condo drivers in Hyattsville, Annandale, Arlington, Alexandria, and the District often leave home without a driveway plug. Annandale’s housing stock is heavily pre-1980. A Fairfax County run on I-66 can land you at a stall with little left. Inside the Beltway, I-66 is dynamically tolled at peak hours. It keeps about 70% at 20F. Cabin heat is the reason. Dulles runs colder and snowier than Reagan National. Outer Fairfax and Loudoun nights hit the pack and the 12-volt harder than a District garage.
Prince George’s County trips on US-50 toward Bowie, or on MD-295, often end at a stall after a handshake miss. CHART can jump a 12-volt on those roads. It won’t fill the traction pack.
The American Legion Bridge carries I-495 between McLean and Montgomery County. It’s high and wind-exposed, with little shoulder. Stay in the car. Don’t walk the span.
Montgomery County is on Pepco with Prince George’s County. Wheaton and Silver Spring overnight stalls fail the same Ultium way. Wheaton’s housing is heavily pre-1980. Many drivers there depend on a public plug at home.
I-95 through Prince William is the idle-drain cousin of I-66. Heat or A/C while you’re stopped still spends pack miles. January 2022 is the region’s hard example. About 14 inches of snow and a multi-truck crash shut I-95 near Fredericksburg for more than 36 hours. That stretch sits just south of this metro. On the 495 Express Lanes, pull to the left shoulder. The lanes sit in the median. Stay in the car until help arrives. Express Assist helps with minor mechanical issues and will call a tow. It doesn’t tow. It doesn’t charge an EV. On the 95 and 395 Express Lanes, use the nearest shoulder.
A stall on the Woodrow Wilson Bridge sits between Alexandria, Oxon Hill, and the District. Three jurisdictions meet on that span. Shoulders are thin. Say which approach you’re on. National Harbor is a development in Oxon Hill. A long sit there is a 12-volt and handshake problem as often as a low pack.
National Park Service parkways are a different problem. The Baltimore-Washington Parkway and the George Washington Memorial Parkway ban commercial vehicles and trucks over 10,000 lb. Suitland Parkway, Clara Barton Parkway, and Rock Creek parkway follow the same rule. Shoulders are narrow or missing.
