Connected isn’t the same as charging

A networked Level 2 post and a DC fast stall both run a sequence. The plug has to seat first. Then the network has to approve a card or a membership. Only after that does the cabinet release current.

The kiosk often flashes connected the instant it feels the handle. Your car is waiting on real amps. Until those amps arrive, the dash is the honest screen.

This mismatch shows up on shared posts across the metro. You’ll see it on Metro stalls and in Arlington, Alexandria, Wheaton, and Hyattsville lots. Older housing in Takoma Park, Annandale, and the District often has no home plug. Drivers lean on those networked stalls after work. ChargePoint, EVgo, and Electrify America all run this same approval chain.

Pepco EVsmart and Dominion Energy’s EV pages talk about home chargers. NOVEC covers parts of Loudoun and Prince William the same way. None of those utilities will come charge a car sitting at a stuck stall. That absence is on their published EV pages. A failed handshake sits between you and the network.

Start with the dash, not the kiosk

Watch your own charging screen for a couple of minutes. If the kWh figure hasn’t ticked, the session isn’t live. The kiosk can lag or jump ahead. The car is counting electrons.

Then open the network app and find that exact session. Pending can still clear on its own. Failed or declined is a payment problem wearing a connected label.

Stop tapping the post, because that resends the same stuck request. End the session in the app. Start a new one from your phone. A fresh authorization is what actually unsticks most of these.

If the app already shows paid and active, unplug all the way. Wait a few seconds. Seat the connector until it clicks. A half-seated handle can pass connected and still block current.

Swap the card in the app if the first one is expired or flagged. An RFID fob, if you carry one, is another path around a quiet decline.

Shared cabinets are real in garage rows. The car next to you can take most of the available current. Slow isn’t the same as stopped. Frozen kWh after a paid restart should make you walk.

When this stall is actually broken

You already ended the session, restarted it, and reseated the plug. The app still shows paid, and the dash still shows zero. Move to another stall in the same garage.

A blank kiosk or a hard error is the same cue. Don’t keep feeding that cabinet.

If every stall you try behaves the same, the car may be the fault. That’s a different path. Start with brand checks for a Chevy Bolt that won’t charge. A Kia EV6 that won’t charge has the same kind of walkthrough.

Long sits in Metro garages also kill the 12-volt. A dark car can look like a charge failure with a fine pack. If nothing on the dash lights, you’re not in a handshake problem anymore.

Why apartment and Metro posts do this so often

These posts are busy, networked, and shared. The billing system and the car have to agree on a session. Peak evening at a Silver Spring or North Bethesda garage is when those systems lag.

Arlington and Alexandria apartment drivers see it in buildings that predate a home circuit. Wheaton and Hyattsville lots fill with the same pattern after a commute. You’re not imagining a local quirk. The post and the car just didn’t finish talking.
