You left the car plugged in all night. Morning came, and the percent hadn’t moved. In this metro, that’s usually a schedule or a sleep glitch. A shared garage circuit can do the same thing. It’s rarely a ruined traction pack.
Why apartment and Metro overnight parking shows this first
A driveway Level 2 in Ashburn often finishes while you sleep. The overnight miss is a different parking story. It shows up on a shared stall in Arlington or Alexandria. It shows up on an apartment deck in Silver Spring, Wheaton, Hyattsville, or Annandale. It shows up in a WMATA park-and-ride after the last train.
Takoma Park housing is about 90 percent pre-1980. Annandale is about 80 percent. Wheaton sits around 73 percent. Washington is about 70 percent. Those buildings weren’t laid out for a dedicated EV circuit. You may be on a 120-volt cord from a hallway outlet. You may share one assigned pedestal with two other cars. Either one can look connected while no energy actually moved.
Pepco serves the District, Montgomery County, and Prince George’s County. Its EV program is Pepco EVsmart. Dominion Energy Virginia serves most of Northern Virginia. Dominion publishes Schedule 1EV and an Off-Peak Plan that needs a smart meter. NOVEC serves parts of Loudoun and Prince William, including much of Sterling, Ashburn, and Gainesville. Confirm the serving utility by address. None of those EV programs will charge a stranded car.
Start in the app, not at the panel
Every major EV lets you lock charging to a departure time or an off-peak window. Dominion’s Off-Peak Plan makes overnight windows common in Northern Virginia. Pepco time-of-use habits do the same in Maryland and the District. The car waits on purpose. It doesn’t start the second the plug clicks.
The setting is easy to leave on and forget. An app update can restore a default window. Your commute can shift earlier than the window. You plug in at 10 p.m. You need to roll at 6 a.m. The car may have been holding for a window you barely overlap. Open the app or the center screen. Look for scheduled charging, charge on departure, or off-peak charging. If the window starts after you already leave, that’s the miss.
Scheduled departure can also run cabin preconditioning. In a Loudoun or upper Montgomery freeze, that draw is real. Dulles runs colder and snowier than Reagan National. A short off-peak window may not cover both the cabin and a meaningful top-up.
Wake a car that sat quiet for hours
Plug in at dinner, then wait for a window after midnight. Some cars drop into a low-power sleep in that gap. They don’t always wake cleanly enough to start on time.
A few actions usually wake it. Open and close a door. Unlock with the fob. Start climate from the app. If charging begins a few minutes later, the car was asleep. The wall unit was fine.
Metro overnight parking makes the sleep pattern worse. You leave the car after work. You don’t return until morning. The same long sit happens in a Tysons Corner Center garage. It happens at Reagan National on Level 1 of Parking Garages 1 and 2. Dulles Garage 1 and Garage 2 have Level 2 charging as well.
Shared garage power fails quietly
If the window was open all night, keep going. The percent still didn’t move. Stop treating it as a setting.
Reseat the cable until you feel or hear the latch. Pedestal cords on apartment decks get tugged by carts. A plug can look home and still sit a few millimeters out.

Then look at the breaker or GFCI that feeds that stall. Shared garage panels trip overnight. The cable stays in the port. There’s no power behind it. Reset once. If it trips again, stop. A weak 12-volt can drop the session
The traction pack doesn’t run the computer that starts charging. The 12-volt battery does. If that battery is weak, a session can start and then quit. You wake up to the same percent. The car is slow to wake, or it won’t wake at all.

Morning is here. The pack is still short. Skip a long diagnosis if you have to roll. Turn off extra cabin heat and AC while you sit in traffic. Stationary climate is how Beltway and I-95 crawls burn range with no miles gained.
If the overnight miss leaves you tight for I-270, stay put. Rockville and Germantown are a long drain on a short pack. The same goes for I-66 toward Centreville. Save charge first, then call.

No. An idle plug doesn’t stress the traction battery. The software just isn’t drawing power yet.
Should I keep resetting the garage breaker?
