A long dwell in the Union Station garage is the same sit.
Pepco serves the District, Montgomery County, and Prince George’s County. Dominion Energy Virginia covers most of Northern Virginia. Neither utility’s published EV page offers a visit to charge a stranded car. Pepco EVsmart and Dominion’s Schedule 1EV are home and rate programs. They don’t roll a truck to a dark Honda in a stacked garage.
On Maryland state roads, MDOT SHA CHART lists jump starts among its assists. Dial #77 from I-495, I-270, US-50, or MD-295. CHART’s published material doesn’t describe EV charging. VDOT Safety Service Patrol covers Virginia interstates, including I-66. It publishes incident clearance, not a charge into an empty pack. In the District, no DDOT motorist-assistance patrol turned up in the sources we reviewed. Drivers there use MPD, a private plan, or US Park Police on the parkways.
Signs it’s the 12 volt, not the traction pack

Fob range shrinks, then the fob stops unlocking from the sidewalk. Interior lights go dim, then they don’t come on at all. The charge-port door ignores the button. You press the brake and hear no click from the contactors. After two weeks parked without a drive or a plug, treat a dark Prologue as a 12 volt first.
A faint dash that never reaches Ready is a weak 12 volt. A fully black cabin is usually a flat one. Either way, the first move is a jump on the labeled 12 volt posts. It isn’t a tow to a Honda store.
If the dash is bright and Ready comes on, look at the range next. A reading near zero is a different problem. The traction pack is empty. You need energy at the CCS or NACS port, not a jump.
How to jump the Prologue 12 volt
The 12 volt lives under the hood. That’s the same neighborhood as a gas Honda battery. Labeled jump terminals sit there for this stall. You’re feeding that small battery. You aren’t touching the orange high-voltage cables or the Ultium pack.
If the car is fully dead, the interior hood release may not move. Your model-year owner’s manual has the emergency hood steps. Don’t force the latch from memory.
Once the hood is up, clip the red lead to the labeled positive 12 volt point. Clip the black lead to the labeled ground or negative point. Use a portable jump pack or a gas donor car. Don’t pull power from another EV’s drive battery. Wait until the dash wakes. Then give the electronics a few minutes before you pull the clamps.

After a jump, drive the car or plug it in so the 12 volt can recover. If it dies again the next morning, that battery is likely finished. An operator can replace it on site. Don’t keep jumping a battery that won’t hold.
When the pack is empty, or a charge session fails
A Prologue that starts and still won’t go far is out of charge. Cabin AC on a Capital Beltway crawl uses pack energy without covering miles. So does heat in a standstill on I-95 or I-66. If Ready is on and the car refuses a public charge session, that’s often an Ultium charge fault. The Blazer EV and Equinox EV show the same family of faults. Trying a different stall can clear it. Letting the car sit and cool can too. No verified figure for how often that works turned up. Treat it as a first try, not a guarantee.
