A public stall can quit around 80% after a Beltway run. The next session may die near 50% with no matching number. You’re still short, and you still need a top-up. That pattern is ev charging stopped at a random percentage, not a cap you chose. Heat, cold, or the stall’s own power cut the session. The percent on the screen is just where it happened to stop.

A matching percent is usually a charge limit

Check the app or the center screen before you blame the stall. Most EVs let you cap daily charging between 70% and 90%. That setting protects pack health on ordinary days, with full charges saved for longer trips. If every session dies on the same number, the car is obeying that cap. A random stop doesn’t repeat from night to night. One night it’s 81%, and the next it’s 44%. Settings won’t explain those two numbers.

Heat from the drive is what the car is watching

Every EV has a battery management system, or BMS. It guards the pack when cells get too hot or too cold. Charging adds more heat on top of the drive. After a Capital Beltway crawl with the AC running, the pack is already warm. A DC fast stall right then can push it over the line. The BMS can slow the rate, then pause the session until the pack cools.

You don’t see that threshold as a tidy percent. Tuesday’s stop and Thursday’s stop therefore look random. Sun at Tysons Corner Center leaves a pack warmer than a garage. Summers here bring stretches above 90F, with humidity that keeps a parked cabin hot. Sitting still with climate control on burns charge without covering miles. That’s the Beltway gridlock problem and the I-95 standstill. In January 2022, I-95 shut down just south of this metro. Drivers sat overnight with the heat running. A session that already quit early leaves even less margin in idle.

Winter flips the same logic for the outer suburbs. Dulles runs colder and snowier than Reagan National. Loudoun, upper Montgomery County, and Prince William see harder freezes than the District. Recurrent Auto studied more than 30,000 EVs in winter. A typical pack keeps about 80% of range at 32F, and about 70% at 20F. A pack that’s too cold can also slow or pause charging until it warms. That stop still looks like a random percent.

When the stall, not the car, cuts out

If home Level 2 finishes and public DC fast doesn’t, look at the cabinet. Neighboring stalls often share power on a busy site. A hot station can derate and drop your rate to nothing. That’s a station issue, not your charge limit. Try a slower Level 2 session as a test. If that one completes, the car is probably fine. Apartment and condo drivers lean on those public stalls. Takoma Park, Annandale, Wheaton, and much of Washington have a high share of pre-1980 housing. A garage plug isn’t the default there. Arlington, Alexandria, Silver Spring, Hyattsville, and Annandale show the same daily pattern. You’re counting on that stall to finish the job. A random stop at 80% still leaves the commute short.

Reagan National has complimentary EV charging on Level 1 of Parking Garages 1 and 2. Dulles has Level 2 charging in Garage 1 and Garage 2. Pepco serves the District, Montgomery County, and Prince George’s County under EVsmart. Dominion Energy Virginia serves most of Northern Virginia. NOVEC covers parts of Loudoun and Prince William. Patience is the thermal fix after a hard drive. Let the car sit 15 to 20 minutes before a fast charge. Shade before you plug in helps more than people expect. Morning or evening sessions often finish when a midafternoon stall won’t.

When it’s not temperature

Cool morning, shade, and it still dies at a new percent. That’s less likely to be thermal. A weak 12-volt battery can drop the charging computer mid-session. The traction pack still has energy, but the small battery that runs the computers doesn’t. You may also see a slow wake, odd screens, or doors that misbehave. Start with our Tesla 12-volt failure signs if the car feels electrically flaky. A failing onboard charger or a true BMS fault is less common.

Stay with the car if you can’t reach another stall. On the 495 Express Lanes, pull to the left shoulder. Those lanes sit in the median. On the 95 and 395 Express Lanes, use the nearest shoulder. Stay inside until help is there. Express Assist is a free patrol on those lanes. It helps with minor mechanical issues and will call a tow. It doesn’t charge an EV. Disabled-vehicle rules apply the same way in the District, Maryland, and Virginia. An empty EV is treated like any other stalled car. None of the three codes we reviewed has a special out-of-charge rule.

VDOT’s Safety Service Patrol covers I-66 in Northern Virginia through Virginia 511. Those published pages describe incident clearance, not EV charging. Maryland’s CHART patrol assists on I-495, I-270, and US-50. Dial #77 for a breakdown there. CHART lists tire changes, jump starts, and about one gallon of gas. It doesn’t list an EV charge. The District has no DDOT motorist-assistance patrol we could confirm.

Why does EV charging stop at a random percentage?

The BMS is usually pausing for pack temperature, not a percent target. Heat from driving, a hot stall, or a cold pack all move that cutoff. Shared power at a public DC fast stall can cut the session too.

Does a heat pause damage the battery?

The pause is there to protect the pack from heat. Letting the cells cool, then finishing the charge, is the safer path.
