The range number falls to zero on a DC-area freeway. Power and climate start to fade as you roll. You’re still in a travel lane on I-495, I-270, I-66, or I-95. A patrol truck may stop first, and that truck isn’t a charger. MDOT SHA CHART, Virginia 511, Express Assist, and Park Police cover these roads. None of them charge an EV. For what to do if EV runs out of battery, use this order. Get off the lane and stay in the car. Then arrange a mobile top-up or a flatbed.
Patrols cover the road. They don’t charge the car.
This metro splits across three governments, and each one runs roadside help differently. Maryland, Virginia, and the District each run a different roadside setup. The Beltway, the parkways, and the Express Lanes add more desks. Knowing who owns the pavement tells you who can protect the scene. It doesn’t tell you who can refill the pack.
Disabled-vehicle rules in all three codes treat an empty EV like any stopped car. None of the codes we reviewed add a special out-of-charge rule. The patrol’s job is traffic, debris, and a short list of gas-car fixes. The charge still has to come from somewhere else.
Maryland state roads: CHART and #77
On Maryland primary roadways, MDOT SHA CHART Emergency Traffic Patrol is the unit that shows. That includes I-495, I-270, US-50, and MD-295. Dial #77 for a breakdown on those roads.
CHART Emergency Response Technicians change tires and jump-start 12-volt batteries. They can add about a gallon of gas and radiator water. Published CHART material doesn’t describe EV charging. A jump may wake a 12-volt system, but it won’t refill a traction pack.
Virginia interstates: Safety Service Patrol and 511
VDOT’s Safety Service Patrol covers Virginia interstates, including I-95 and I-66 in Northern Virginia. Drivers reach that help through Virginia 511. VDOT describes incident clearance, debris, and short-term traffic control, not EV charging. On I-66, the shoulder and express operation runs on weekday peak windows. That’s traffic management, not a plug.
Express Lanes: Express Assist, and pull left on 495
The 495, 95, and 395 Express Lanes are run by Transurban with VDOT. Express Assist is the free roadside patrol on those lanes. It handles minor mechanical issues and will call a tow. It doesn’t tow, and it doesn’t charge an EV.
On the 495 Express Lanes, pull to the left shoulder. Those lanes sit in the median. On the 95 and 395 Express Lanes, pull to the nearest shoulder. Stay in the car until help arrives. The dead EV in the 495 Express Lanes walkthrough covers that left-shoulder stop.
Parkways: US Park Police, not a charger
The Baltimore-Washington Parkway and the George Washington Memorial Parkway sit under the National Park Service. So do Clara Barton, Rock Creek, and Suitland Parkway. Shoulders on those roads are narrow or missing. Commercial vehicles and trucks over 10,000 lb are banned. Report a disabled vehicle on the Baltimore-Washington Parkway to US Park Police at 202-610-7500. Park Police can cover the scene, but they don’t charge the car. Call them for safety on those roads. Then still arrange a charge or a flatbed through a separate operator.
The District has no motorist-assistance patrol
No DDOT motorist-assistance patrol turned up in the public material we reviewed. Inside the District, drivers lean on MPD or a private roadside plan. The Woodrow Wilson Bridge makes jurisdiction worse. It carries the Beltway across the Potomac between Alexandria, Oxon Hill, and DC. A stall there sits at the meeting point of three governments. The American Legion Bridge between McLean and Montgomery County is the same kind of span. It’s high, windy, and short on shoulder. On the Beltway itself, start with out of charge on the Capital Beltway. The patrol still won’t charge you.
What the car does when the pack reads zero
The range number is a prediction based on recent driving, not a fuel gauge. At zero, many cars still hold a small reserve. It depends on the model, the temperature, and how hard you were driving. Then limp mode caps speed and cuts climate. After that, the motor stops driving the wheels and you coast.
Teslas start warning around 20 miles of predicted range. At zero, speed and climate get cut. Rivian, Ford, Hyundai, and Kia all reserve a little, then they stop.
Cold makes that reserve vanish faster. A typical EV keeps about 80 percent of range at freezing. It keeps about 70 percent at 20°F, per Recurrent Auto’s winter study. Sitting still in Beltway or I-95 traffic with heat or AC on burns charge. Dulles runs colder and snowier than Reagan National.
Don’t try to stretch to the next exit if the warning is already on. Power steering gets heavy as speed drops. If the pack shuts down completely, the parking pawl can lock when you stop. Then you need a flatbed, not a roll.
Get out of the travel lane while you still have assist
Flip the hazards the moment you know you won’t make the next ramp. On the general lanes of I-495 and I-270, work right past the line. Get as far off the travel lane as the pavement allows. On the 495 Express Lanes, that rule flips: left shoulder. In a work zone, a tunnel, or on a bridge, call 911. You need traffic held, not a debate about charging.
Stay in the car unless you can get over a barrier onto a protected area. Standing beside a live freeway lane is the highest-risk move in this whole sequence. Turn the wheels away from traffic once you stop. Stop early and work the problem from a parked car.
Empty pack versus a dead 12-volt
Confirm what actually died before you pick a fix. An empty traction pack still shows screens, then limp mode, then a coast. A dead 12-volt often means no screens, no door handles, and no wake. That’s a different job from an empty pack. CHART can jump a 12-volt. A mobile operator can jump a 12-volt and then add range. Typical roadside contractors are strong on jumps and flats. They’re weak on charging the high-voltage pack. See when AAA can’t charge your EV for that split. If there’s crash damage, smoke, or fluid, don’t charge. Have it towed and don’t plug in.
A mobile 240-volt top-up, not a freeway fast charger

That usually adds about 10 to 20 miles of range. That’s charging time, not a promise of when someone shows. It’s enough to reach a charger you already planned. It’s also enough to get home if you’re close.
This isn’t DC fast charging on a shoulder. Fast charging on a live freeway isn’t a safe setup. Level 2 AC is the same idea as a home wall unit. You add enough range to leave the shoulder. Read out-of-charge recovery and mobile EV charging for what the operator actually carries. If the pack has shut down and the parking pawl is locked, say so. The right move then is a flatbed.
What to say on the call
Give three facts in the first minute. Exact place: road, direction, nearest exit or mile marker, and the type of road. I-270 north, past Rockville, before Germantown, right shoulder is usable. The car: year, make, model. State of the car: pack empty, 12-volt also dead, screens on or off, crash damage.
On a Maryland primary road, dial #77 for CHART while you arrange the charge. On a Virginia interstate, Virginia 511 covers the patrol piece. On an NPS parkway, start with Park Police. They don’t replace EV roadside assistance in DC, Maryland, and Virginia.
After you’re moving
Most empty-pack stops share a pattern. The in-car estimate looked fine until a climb, a cold snap, or a standstill. I-270 rises toward Frederick, and Beltway standstills burn charge with the climate on. Don’t treat zero as a soft landing.
