A dead EV on the Capital Beltway looks like a dead gas car. It isn’t. CHART and VDOT can often jump a 12-volt battery. They don’t put energy back in the traction pack. That’s the real split in AAA vs mobile EV charging around here.

Two failures that look identical from the shoulder

An empty pack and a flat 12-volt park you in the same place. One means the car has no miles left. The other means the computers, contactors, and locks have gone dark. The big battery may still hold a usable charge. You can’t tell from the next lane.

A motor-club dispatcher hears “won’t start” and sends the tool they already own. That’s a jump pack or a flatbed. Maryland’s CHART Emergency Traffic Patrol will jump a battery and change a tire. They’ll pour about a gallon of gas and add radiator water. Dial #77 on I-495, I-270, US-50, or MD-295. Statewide, CHART reports a motorist assist about every 14 minutes. None of that published list is pack charging.

VDOT’s Safety Service Patrol covers Virginia interstates, including I-66 in Northern Virginia. You reach them through Virginia 511. Published pages talk about incident clearance, debris, and short-term traffic control. They don’t describe charging an EV.

The District is thinner. We didn’t find a DDOT motorist-assistance patrol. Inside the city you’re looking at MPD, a private plan, or US Park Police on the parkways. On the Baltimore-Washington Parkway, report a disabled vehicle to US Park Police at 202-610-7500. Commercial vehicles and trucks over 10,000 lb are banned on NPS parkways.

Disabled-vehicle law in DC, Maryland, and Virginia doesn’t carve out an empty EV. The same stop-and-stand rules apply to any stopped car.

Free patrols jump a 12-volt. They don’t fill the pack.

CHART and VDOT are built for a gas-era assist. If the traction gauge is at zero, they can’t add miles.

Transurban runs Express Assist on the 495, 95, and 395 Express Lanes with VDOT. It’s a free patrol for minor mechanical trouble. It’ll call a tow. It doesn’t tow the car. The published FAQs don’t mention pack charging. On the 495 Express Lanes, pull to the left shoulder. Those lanes sit in the median. On the 95 and 395 Express Lanes, take the nearest shoulder. Stay in the car until help arrives.

Pepco, Dominion Energy Virginia, and NOVEC all publish home EV programs. None of the utility pages we reviewed offers a stranded-car charge.

What AAA actually sends for an electric car

AAA is a motor club. Clubs are strong on flats, lockouts, and tows. For a dead EV they still treat the car as something to move. Confirm your membership’s current EV policy before you assume a charger is coming. We couldn’t verify a published, metro-wide AAA on-site pack-charging program.

When an EV has to be towed, it needs a flatbed. A wheel-lift can damage the drivetrain. The usual club sequence is a flatbed toward a charger or a shop. You plug in after you arrive. The tow solved transport. It didn’t solve charge.

A 12-volt jump is a different job. The little battery may be the only failure. A club truck, CHART, or VDOT may wake the car. That’s the case we cover in whether roadside help can jump an EV. Waking the computers isn’t the same as filling the pack.

There’s no dues figure I can publish here. AAA sets its own annual price. Ask them. The operator quotes you before work starts and bills you directly.

What a mobile charge is in this metro

They bring a 240-volt Level 2 source to the car. Teslas take a native NACS plug. Other brands use a CCS or J1772 adapter. Once the cable is in, charging time is typically 15 to 30 minutes. That’s charging time, never travel time. You usually leave with about 10 to 20 miles of range. That’s enough to get off the shoulder and drive to a charger you choose.

That’s mobile EV charging here. It’s also out-of-charge recovery when the gauge is already at zero. The same operators can jump or replace a dead 12-volt on site. That’s the right call when the pack is fine and the little battery isn’t.

Garages, parkways, and bridges where a flatbed fights the site

A stall in a Tysons Corner Center garage is a space problem. So is a WMATA park-and-ride, or Dulles long-term parking. A flatbed needs room to line up. A smaller rescue vehicle can often reach the bumper when a wrecker can’t.

Reagan National puts complimentary EV charging on Level 1 of Parking Garages 1 and 2. Dulles has Level 2 charging in Garage 1 and Garage 2. Travelers who leave a car for a week often return to a 12-volt that won’t wake.

The Woodrow Wilson Bridge carries the Beltway between Alexandria, Oxon Hill, and the District. A breakdown there sits in three jurisdictions at once. The American Legion Bridge does the same between McLean and Montgomery County. Both spans are high, windy, and short on shoulder.

When the club tow is the right tool

Call AAA when the car is actually broken. Bent suspension, a ruined tire, or collision damage needs a flatbed. A dealer run for warranty work is a tow.

A mobile charge is the wrong tool when the high-voltage system itself has failed. Range isn’t the problem then. A shop is.

When the pack is empty and the car is otherwise fine

Idle drain is the local pattern. Cabin heat or A/C in Beltway gridlock burns charge without covering miles. Recurrent Auto studied more than 30,000 EVs in winter. A typical car keeps about 80% of range at 32°F. It keeps about 70% at 20°F. Cabin heat comes from the pack. Dulles runs colder and snowier than Reagan National.

The January 2022 I-95 shutdown sits just south of this metro, near Fredericksburg. Snow and a crash closed a long stretch overnight. Drivers sat with the heat on for more than 36 hours. An empty pack in that setting is a charge problem.

If you’re out of charge on the Capital Beltway, you need miles. You don’t need a ride on a wrecker. It’s the same on I-270 toward Rockville and Germantown. It’s the same on I-66 during peak hours.

Older housing makes a home Level 2 plug less common. Takoma Park, Annandale, Wheaton, and much of Washington have high shares of pre-1980 stock. Arlington, Alexandria, Silver Spring, and Hyattsville add apartment density.

Tesla roadside is a third lane, not a substitute

Tesla’s factory roadside program is included on many new cars. It often covers a tow toward a Supercharger or a service center. It isn’t on-site pack charging at the pin. You can hold a club card and still call for a mobile charge. They solve different failures. The club moves a car that shouldn’t stay. The operator puts energy in a car that can drive once it has some.

How to choose in the first two minutes

Stay in the vehicle on a high-speed road. Hazards on. Left shoulder in the 495 Express Lanes. Then name the failure out loud before you dial.

If the dash is dark and the doors are fussy, start with the 12-volt. A patrol jump may be enough. If the traction gauge is at zero, you need energy in the pack. That’s the mobile-charge case. If something is bent, leaking, or scraped, you need a tow.

No published CHART or VDOT patrol page we reviewed describes charging a traction pack. They can jump a 12-volt, clear debris, and help with a conventional stall. Pack charging is a separate private visit from an operator who quotes you first.

Does AAA put miles into a dead EV where it sits?

Ask AAA about your membership. In standard club practice the dead-EV play is still a flatbed tow. They may jump a 12-volt when that’s the failure. We couldn’t confirm a metro-wide AAA pack-charging truck as a published offering. A mobile operator quotes on-site Level 2 charging before they start.

What do I do if I stall on the Beltway or an Express Lane?

Pull to the correct shoulder. That’s the left on the 495 Express Lanes. On 95 and 395, take the nearest shoulder. Stay in the car. Call #77 on Maryland state primaries, or Virginia 511 in Virginia. If the pack is empty, ask for a mobile charge, not only a tow.
