Two cars sit on the shoulder of I-495. One pack is empty. The other still has miles. Parking them together does not move that energy. Vehicle-to-vehicle charging is rare in this metro. A mobile 240-volt operator is the real save.

Two Teslas on a shoulder still cannot share a pack

The question is almost always about a Tesla. Model 3, Y, S, and X take AC in. They don’t send AC back out of the charge port. The onboard charger converts wall power into pack DC. It isn’t built to run that path in reverse at road-rescue power.

The 12-volt pigtail at a Tesla tow-eye is 12-volt only. Tesla’s Model Y manual says the car cannot jump-start another vehicle. That low-voltage lead can wake computers. It cannot fill a traction pack.

Tesla has shown bidirectional charging in lab clips and investor talks. That isn’t a feature on the current passenger fleet. If both of you drive a Model 3, you’re two parked cars.

The export list is trucks, not commuters

A few EVs do expose pack energy as AC. Ford’s F-150 Lightning sells Pro Power Onboard for tools and camping loads. A Lightning can feed another EV from a 240-volt bed outlet. You still need the portable charger that fits that face. Confirm the rating in that year’s owner’s manual. We could not confirm a single publishable kilowatt ceiling that covers every Lightning trim.

The Cybertruck has Pro Power outlets in the bed and frunk. Some trims include a 240-volt receptacle. Chevrolet’s Silverado EV publishes power takeoff outlets. Hyundai Ioniq 5 and Kia EV6 and EV9 ship vehicle-to-load adapters. Those adapters turn the charge port into an AC outlet. Rivian R1T and R1S camp packages add 120-volt bed outlets. Those are slow household loads, not a range rescue.

Commuter cars skip the outlets. Most Teslas, a Mach-E, a Polestar, and a Lucid Air don’t export. Trucks sold to job sites and campers export. Beltway sedans usually don’t.

Even when export exists, you still need a matching EVSE. You also need the right adapter and spare range of your own. CCS pins are DC fast-charging hardware in DOE material. Don’t treat a CCS inlet as an assumed AC adapter. J1772 and NACS, also called J3400, are the AC Level 2 faces DOE lists.

Why this metro makes a neighbor share a bad plan

The American Legion Bridge carries the Beltway between McLean and Montgomery County. The Woodrow Wilson Bridge carries it between Alexandria, Oxon Hill, and the District. Both spans are high and wind-exposed, with limited shoulder. Joining two cars with a cable there is a traffic scene.

I-495’s general lanes aren’t the Express Lanes. The 495 Express Lanes sit in the median. Pull to the left shoulder there. On the 95 and 395 Express Lanes, pull to the nearest shoulder. Transurban’s Express Assist helps with minor mechanical issues and will call a tow. It does not tow. Published Express Lanes pages don’t describe EV charging.

I-66 inside the Beltway is tolled in peak hours. Outside, the I-66 Express Lanes add another limited-shoulder crawl. After a slow run into Centreville, the helper car may already be thin. Sharing then strands both of you.

National Park Service parkways here include the Baltimore-Washington and George Washington Memorial parkways. Clara Barton, Rock Creek, and Suitland sit under the same truck ban. Commercial vehicles and trucks over 10,000 lb are banned. Report a disabled vehicle on the Baltimore-Washington Parkway to US Park Police. The published number is 202-610-7500. Those roads have narrow or absent shoulders.

Idle heat on a packed Beltway burns charge without covering miles. An I-95 standstill does the same. Recurrent Auto studied more than 30,000 EVs. A typical car keeps about 80 percent of range at 32F. At 20F it keeps about 70 percent. Dulles runs colder and snowier than Reagan National. Loudoun, upper Montgomery, and Prince William freeze harder than the District.

Snow and a multi-truck crash shut I-95 near Fredericksburg in January 2022. That’s just south of this service area. Hundreds of drivers sat more than 36 hours with the heat on. A bed outlet doesn’t rewrite that night.

Out of charge on I-270 is the same idle-drain pattern between Rockville and Germantown.

Patrols and utilities will not charge the pack

Pepco serves the District, Montgomery County, and Prince George’s County. Dominion Energy Virginia serves most of Northern Virginia. NOVEC covers parts of Loudoun and Prince William. None of the utility EV pages we reviewed offer a stranded-car charge. Pepco EVsmart, Dominion’s Schedule 1EV, and EV Charger Rewards are home and rate programs. Confirm your serving utility by address. The City of Manassas runs its own municipal electric utility.

On Maryland primary roads, dial #77 for MDOT SHA’s CHART patrol. That covers I-495, I-270, US-50, and MD-295. Published help includes tire changes, jump starts, gas, and radiator water. Those pages don’t describe charging an EV.

In Virginia, VDOT’s Safety Service Patrol covers interstates, including I-66. Drivers reach that help through Virginia 511. VDOT describes incident clearance and traffic control, not EV charging.

In the District, we didn’t find a DDOT motorist-assistance patrol. District drivers rely on MPD, private roadside plans, and US Park Police on the parkways.

None of the three local codes we reviewed has a special out-of-charge rule. Disabled-vehicle rules apply to an EV the same as any other car.

Housing stock, garages, and a dead 12-volt

A lot of “my EV died” calls aren’t an empty pack. They’re a 12-volt that sat too long. Reagan National lists EV charging on Level 1 of Parking Garages 1 and 2. Dulles lists Level 2 charging in Garage 1 and Garage 2. A week in airport or Metro parking is often a 12-volt story.

Office garages in Tysons and Merrifield do the same after a long sit. Confirm which garage publishes EV charging before you count on a plug.

Apartment and condo drivers in Arlington, Alexandria, and the District often have no home plug. Silver Spring, Wheaton, Hyattsville, and Annandale show the same pattern. About 90 percent of Takoma Park homes predate 1980. Annandale sits near 80 percent. Washington is about 70 percent. Ashburn is about 3 percent pre-1980. Those shares are Census ACS 2019-2023. Newer Loudoun and Prince William subdivisions usually have a wall unit. Inner-core rentals often don’t.

A Lightning in the next stall still can’t help a car whose 12-volt is dead. The charge port won’t talk. The dash stays dark. That’s a jump or a replacement, not a pack share.

EV charging levels that actually matter when you’re stranded is the voltage map. Home 240-volt and a roadside top-up sit in the same class.

What a 240-volt rescue actually does

Those operators bring a 240-volt Level 2 source to the car. Teslas take a native NACS plug. Other brands use a CCS or J1772 adapter. They typically add 10 to 20 miles of range in 15 to 30 minutes of charging. That’s charging time, not travel time. They can also jump or replace a dead 12-volt on site.

That’s enough to reach a planned stop. It isn’t a Supercharger session. DOE lists DC fast charging as a corridor tool. It’s a different power class from AC Level 2. Operators use the car’s own onboard charger and its safety systems. They don’t roll a DC station onto a shoulder.

Mobile EV charging is that visit. Out-of-charge recovery is the empty-pack version.

Don’t try to copy the setup with a household extension cord. If you’re missing the EVSE, the adapter, or spare range, skip a neighbor share.

If you’re already empty

Get out of the travel lanes if you can do it safely. On the 495 Express Lanes, pull left. On the 95 and 395 Express Lanes, pull to the nearest shoulder. Put the hazards on and stay in the car until help arrives.

Don’t stand in a lane to aim a plug. A friend with export hardware can offer a short session off the live lanes. If they don’t have the kit, don’t wait on luck.
