Your EV is idling on I-270 between Rockville and Germantown. The pack can drain without covering any real miles. Rush-hour backups on this stretch don’t move the car. Climate control still pulls from the traction battery anyway. You’re not bad at range math. You’re stuck in a commute that’s standing still. Stay with the car and switch on the hazards. Why this corridor eats a charge you already counted on

I-270 is Montgomery County’s biotech and commuter spine. It runs north from the Capital Beltway through Rockville and Gaithersburg. Germantown and Olney sit on that same north-county pattern. Farther north, the housing is newer, so more homes have a plug. Census ACS 2019-2023 tables put Germantown’s pre-1980 housing share at 14.1 percent. That’s a proxy for home charging being common. That’s about houses, not about the freeway.

The stall that defines this road is the rush-hour backup. It burns energy while the odometer barely moves. Pepco serves Montgomery County along this whole stretch. Its published EV program is Pepco EVsmart. No Pepco EV page we reviewed offers a charge for a car already stranded. Treat that as an absence on the utility’s menu.

Heading toward Frederick, the road also climbs the Piedmont. The metro isn’t mountainous, but that rise is real. A range number you trusted on Rockville streets can sag on that grade. Combine the climb with a peak-hour crawl, and the buffer you planned is gone.

Idle drain, not a missed exit

A moving EV spends energy on distance. A stopped EV still spends energy on the cabin. Winter heat comes straight off the pack. Summer AC in humid Montgomery County does the same. Sitting still with climate control on is the I-270 problem.

Recurrent Auto published a winter range study on more than 30,000 EVs. A typical EV keeps about 80 percent of range at 32F. At 20F, that’s about 70 percent. Most lose 20 to 35 percent in real cold. Cars with a heat pump average about 83 percent retained versus about 75 percent without. Don’t treat those numbers as a Tesla-only claim, because they weren’t published that way.

Upper Montgomery runs colder and snowier than the District. Germantown sits on that northern, inland side of the county. If you calibrated range on a warm downtown day, tonight’s crawl north won’t match.

The region’s reference for a parked car with the heat on is January 2022. On January 3 and 4, 2022, about 14 inches of snow hit I-95. A multi-truck crash shut roughly 50 miles near Fredericksburg. The road closed about 5:30 p.m. on the 3rd. It reopened about 7:40 p.m. on the 4th. Hundreds of drivers sat more than 36 hours. That’s south of this job, and it’s still the warning locals use. An EV in a standstill isn’t almost there. It’s a battery that’s working while the wheels aren’t.

If you’re already low, cut what you can. Drop the cabin setpoint and pause seat heaters. Keep the hazards on and stay in the car.

What Maryland expects when you’re stopped on I-270

I-270’s general lanes are free, unlike the 495 Express Lanes. Transurban’s published Express Assist rule about pulling left applies to those median lanes in Virginia. Don’t copy it onto this Maryland freeway.

MDOT SHA’s CHART Emergency Traffic Patrol covers I-270. Dial #77 for a breakdown on this road. CHART also lists I-495 and other state primaries in its own material. CHART Emergency Response Technicians change tires and jump 12-volt batteries. They can add about a gallon of gas or radiator water. Published CHART pages don’t describe charging an EV traction pack. A jump may wake a 12-volt system. It won’t refill the high-voltage battery.

Maryland’s stopping and disabled-vehicle rules live in Transportation Article Title 21. The DC, Maryland, and Virginia codes we reviewed don’t carve out an empty EV pack. Disabled-vehicle rules apply the same way they would to any other car.

Stay with the vehicle and don’t walk the shoulder toward the next ramp. If you must step out, use the side away from live lanes. Give CHART your direction of travel and the last exit. Add a mile marker if you can read one. If the dash is dark, say so. A dead 12-volt and an empty pack are different jobs.

Rockville to Germantown isn’t one housing pattern

Rockville and Gaithersburg are incorporated cities. Germantown and Olney are census-designated places, not cities.

Newer stock as you head north means more overnight Level 2 at home. That helps the next morning and does nothing for you in tonight’s backup.

Gaithersburg sits in the biotech cluster. Cars can sit in office garages all day. You come out, merge, and find the 12-volt has been dying quietly. Olney drivers often hop onto I-270 after a local connector. They can hit the freeway already in the single digits. Rockville is the south end of this spine, where Beltway traffic dumps in.

Drivers looking for Rockville EV roadside assistance are usually coming off this same peak. Germantown EV roadside assistance is the north-end version of the idle drain. Gaithersburg sits between them on the same road.

What to say so the match is clean

Direction of travel comes first, because the shoulders aren’t the same. Northbound toward Germantown and Frederick is one shoulder. Southbound toward Rockville and the Beltway is another. Name the last exit you passed. A nav pin or mile marker beats a vague location.

Give year, make, model, and color, since plug type follows the car. A Tesla and a non-Tesla EV aren’t the same setup.

Tell us the state of charge if the dash still works. Three percent and still in drive is one job. Shut down on the shoulder is another. No dash and doors that won’t wake is usually the 12-volt.

Say whether you’re fully on the shoulder or hanging into a lane. Say whether CHART or police are already there.

Maryland is an all-party consent state for recording. Md. Courts and Judicial Proceedings § 10-402 is the statute. Violation is a felony punishable by up to five years. A metro line that touches Maryland treats every call as all-party. You’ll hear a consent notice, so stay through it.

Cite the current county ordinance before you assume a fee. We don’t publish tow prices because we don’t set them. DC, Maryland, and Virginia don’t single out an empty EV for towing.
