Confirm current patrol practice with VDOT or CHART when you’re actually stopped. No verifiable EV-charging duty turned up on either agency’s pages.
On the span itself, walking is a last resort. Limited shoulder, wind, and Beltway speed don’t mix. Stay with the car unless you’re in immediate danger. That’s the same advice Express Lanes publish for those median lanes.
McLean’s roads, and why the pack ran down
McLean isn’t an incorporated city. It’s an unincorporated community in Fairfax County, in inner Fairfax. Census ACS 2019-2023 figures put the population at 50,232. Census land area is 24.797 square miles. That’s wooded hills above the Potomac gorge. It’s one of the wealthiest communities in the country. Estate driveways and on-site charging are common. The trouble is the trip that left home a little low.
Four corridors actually define this place. I-495, including the American Legion Bridge. The George Washington Memorial Parkway along the river. VA-123, Dolley Madison Boulevard, toward Tysons. VA-193, Georgetown Pike, twisting toward Great Falls Park on the Virginia side.
Tysons Galleria sits on the McLean side of that commercial edge. Capital One Center is another long-dwell landmark. The CIA headquarters area is nearby and access-restricted. Don’t sit a dead car on federal campus pavement. Use a legal public shoulder, or wait for the operator’s instruction.
About 57.6% of McLean housing was built before 1980, per the same ACS tables. Older panels and a plain 120-volt garage outlet still show up. That can leave a car short for a Beltway run. Left shoulder on the 495 Express Lanes
The 495 Express Lanes sit in the median. Transurban operates them with VDOT. They’re tolled dynamically with E-ZPass. E-ZPass Flex set to HOV-3 rides free. The Capital Beltway’s general lanes on I-495 are free. The Express Lanes are not.
Published safety guidance is specific. On the 495 Express Lanes, pull over to the left shoulder. Those lanes sit in the median. On the 95 and 395 Express Lanes, you’d use the nearest shoulder. Stay in the car until help arrives.
Express Assist is the free roadside patrol on the lanes. It helps with minor mechanical issues at no charge. It will call a tow. It doesn’t tow. The reviewed Express Lanes FAQs don’t describe EV charging. Treat that patrol as safety and a tow call.

The Parkway, the Pike, and almost no place to sit
The George Washington Memorial Parkway is National Park Service pavement. So are the Baltimore-Washington Parkway, Clara Barton Parkway, Rock Creek, and Suitland Parkway. NPS pages ban commercial vehicles and trucks over 10,000 pounds on those roads. They’re limited-access scenic routes. Shoulders are narrow or missing. Humid summers and icy winter curves both show up along the gorge.
That commercial-vehicle rule matters. A mobile rescue rig is often a truck. We couldn’t confirm Parkway access for a given operator’s rig. The NPS pages we read don’t settle that by vehicle. Say you’re on the Parkway when you call. Let the operator check access before they roll. Don’t walk a no-shoulder curve to flag random traffic.
A disabled vehicle on the Baltimore-Washington Parkway is reported to US Park Police at 202-610-7500. That’s the number NPS publishes for that parkway. We didn’t find a separate published GW Parkway breakdown number. That was in the same NPS material we read. US Park Police still cover these NPS roads. Confirm the right contact when you’re stopped.
Georgetown Pike is a Virginia state road, not an NPS parkway. It still winds, with few places to stop. Hills and bends toward Great Falls Park on the Virginia side. Dolley Madison Boulevard is the busier cut toward Tysons. You’re more likely to find a legal curb or lot there. A car already at zero still needs a charge brought to it.

The car is silent, or the range actually hit zero
Plenty of McLean calls that look like a dead car aren’t an empty traction pack. They’re a 12-volt that quit. That small battery runs the computers that wake the high-voltage system. If it’s down, the car can sit dark. The pack may still hold miles.
Long sits cause it. A garage by Tysons Galleria on the McLean side. A lot near Capital One Center. A week on the driveway with sentry mode or cabin protection sipping power. McLean’s roadside pattern is more often a low-pack driver. That’s on the Parkway, the Pike, or the bridge.
Clues it’s the 12-volt: no dash, no locks, no charge-port door, no ready screen. Clues it’s the pack: the car did wake, then the estimate hit zero. Or you watched a low-battery warning through a Beltway crawl and kept going.
Don’t jump the high-voltage pack with jumper cables. That’s not how these cars take a boost. The 12-volt is the one that accepts a jump. Operators in this network jump or replace that 12-volt on site. They also bring 240-volt Level 2 when the pack is the problem.
If the 12-volt takes a jump and then dies again, the battery is likely worn out. Operators can replace it on site when they have the right unit. A jump that only lasts a few minutes is a signal, not a fix. Don’t keep jumping it through a week of commutes.

A Recurrent Auto study covered more than 30,000 EVs. A typical car keeps about 80% of range at freezing, 32°F. At 20°F it keeps about 70%. Most lose 20 to 35% in real cold. Heat-pump cars averaged about 83% retained versus about 75% without. The cause is cabin heating. Don’t treat those figures as a Tesla-only number.
Inner Fairfax isn’t as snowy as Loudoun. Dulles still runs colder and snowier than Reagan National. McLean sits toward the inner Virginia core, not the western suburbs. River roads still ice. Don’t assume a mild day at home means a mild curve on the Pike.
The region’s hard lesson on overnight highway cold is January 3 and 4, 2022. About 14 inches of snow and a crash shut roughly 50 miles of I-95 near Fredericksburg for more than 36 hours. Hundreds of drivers sat overnight with the heat on. That’s south of this commute. It still shows what idle climate control does to a pack. If you’re stopped on the bridge, don’t run the cabin on high. Save that charge unless you truly need the heat.
Towing, recording, and what the law actually says
