A Tesla that sits dead on the Capital Beltway is usually the 12-volt. A failed high-voltage pack is a different problem. That pack won’t take a roadside top-up. DC, Maryland, and Virginia treat the car as a disabled vehicle. The next move is a proper tow, then a shop quote on that VIN. Tesla doesn’t publish one pack price that fits every model. First, decide what actually failed
The 12-volt battery runs the screens, locks, and computers. When it dies, the car can look fully dead. The traction pack under the floor can still hold range. That mix is common after a long sit in a WMATA garage. It’s also common at Union Station and in Dulles Garage 1 or Garage 2. Reagan National has complimentary charging on Level 1 of Parking Garages 1 and 2. Travelers still come back to a car that won’t wake. The 12-volt is usually why.
A true pack failure looks like a different set of faults. You may see a thermal warning or a persistent isolation fault. The car may refuse charge from any source. None of those yield to a 240-volt visit. Check 12-volt versus the high-voltage pack before you assume the floor pack is gone.
A failed pack on this metro’s shoulder is a tow
Disabled-vehicle rules here don’t single out electric cars. The District, Maryland, and Virginia apply the same stalled-car rules. There’s no separate out-of-charge statute in the three codes we reviewed.
On the 495 Express Lanes, pull over to the left shoulder. Those lanes sit in the median, so the left side is the safe one. On the 95 and 395 Express Lanes, use the nearest shoulder. Stay in the car until help arrives. Express Assist can help with minor issues and can call a tow. It doesn’t tow, and it doesn’t charge an EV.
On Maryland state primaries such as I-495, I-270, and MD-295, CHART takes #77. Technicians change tires and jump 12-volt batteries. Their published work doesn’t include EV charging. In Virginia, VDOT Safety Service Patrol covers interstates including I-66. Drivers reach that help through Virginia 511. VDOT’s published material doesn’t describe charging a stranded EV.
The District has no DDOT motorist-assistance patrol that we could confirm. DC drivers rely on MPD, a private plan, or US Park Police on the parkways. On the Baltimore-Washington Parkway, report a disabled vehicle to US Park Police at 202-610-7500. Commercial trucks over 10,000 lb are banned on those NPS parkways.
A Tesla with no power still needs the right dollies and transport mode. Flat-towing a Tesla with an isolated pack is a shop-and-tow problem, not a boost.
If DC impounds the car, DPW’s Blue Plains lot is at 5001 Shepherd Parkway SW. Virginia sets private-property tow rules under Va. Code § 46.2-1231. Maryland and the District use their own tow and impound rules. Confirm the current cap with the locality before you pay. Charge Pro DC doesn’t tow and doesn’t set those rates.
A mobile 240-volt stop can’t rebuild a pack
Operators we connect you with bring a 240-volt Level 2 source to the car. They use a native NACS plug. Non-Tesla EVs get a CCS or J1772 adapter. On a pack that still accepts charge, they typically add 10 to 20 miles. That’s 15 to 30 minutes of charging time, not an arrival time. They can also jump or replace a dead 12-volt on site. They don’t drop the underbody pack, swap modules, or calibrate a new battery.
Pepco serves the District, Montgomery County, and Prince George’s County. Dominion Energy Virginia serves most of Northern Virginia. NOVEC covers parts of Loudoun and Prince William. Those utilities publish home programs such as Pepco EVsmart and Dominion’s Schedule 1EV. None of the utility EV pages we reviewed offer a stranded-car charge. None of them replace a Tesla pack.
If the car is empty but healthy, start with charge, jump, or tow. If the pack itself has failed, skip the top-up debate. Arrange a tow to Tesla or a qualified EV shop.
How much is a Tesla battery, in practice
Forum threads list numbers that don’t match your VIN or your failure. Tesla doesn’t post one consumer price for every pack. Independent shops quote after they see the car. Some faults stay inside one module, and some need the whole pack. Accident damage and water intrusion are insurance questions, not warranty questions.
The operator who arrives for a 12-volt or a top-up quotes you before starting. That operator bills you directly. That quote isn’t a pack-replacement quote.
Call Tesla service or a qualified EV shop for the traction battery. Ask them to inspect isolation, thermal events, and module-level repair. Do that before they order a full pack. Confirm the current figure with that shop before you authorize the work.
Warranty, weather, and what usually fails first
Tesla’s Battery and Drive Unit Warranty is a multi-year, mileage-capped policy that differs by model. Confirm current terms on Tesla’s site and in our warranty guide. Defects inside that window are a warranty claim. Crash damage and flooding are not. Those go through collision or other physical-damage coverage. Packs more often fade slowly than they die overnight. Dulles runs colder and snowier than Reagan National, which cuts range, not the pack.
What to do in the first half hour
Stay with the car if you’re on a span or a parkway. The Woodrow Wilson Bridge sits at the meeting of Virginia, Maryland, and the District. Call the patrol that owns that pavement, then a Tesla-capable tow.
If the car still talks to the app, suspect the 12-volt. A Tesla 12-volt jump from a local operator can be the right call. If nothing powers on after a crash or flood, don’t keep cycling the car.
