Who bills you for home charging

Your utility follows the meter address, not the Tesla. Pepco serves the District, Montgomery County, and Prince George’s County. Dominion Energy Virginia covers most of Northern Virginia. NOVEC serves parts of Loudoun and Prince William. That includes much of Sterling, Ashburn, and Gainesville. The City of Manassas runs a municipal electric utility. BGE touches parts of Laurel, and SMECO runs toward Clinton. Confirm the name on your bill before you copy a neighbor’s rate.

Pepco publishes its EV program under the name EVsmart. Maryland Pepco lists a residential Level 2 smart-charger rebate. It’s for Montgomery and Prince George’s addresses only. Verify current amounts on pepco.com before you count on a credit. The District runs charger help under its alt-fuel infrastructure tax-credit framework.

Dominion publishes a residential EV rate called Schedule 1EV. It also lists a voluntary Off-Peak Plan time-of-use rate. That Off-Peak Plan requires a smart meter on the house. EV Charger Rewards is a demand-response incentive on Dominion’s site. It’s not a rescue for a stranded pack. None of the utility EV pages we reviewed charge a stranded car.

How to run the math from your bill

There’s no verified metro average, and a round number is a guess. Cost is the kWh your wall delivers times the rate on that bill. Open the Tesla app and read your pack size. A Model 3 or Model Y doesn’t match a Model S or Model X. Starting at 20 percent uses less energy than a fill from empty. Heat and conversion steal a share of that energy. Your utility still bills you for the wall draw.

Grab pack size, start percent, and the kWh price on the bill. Multiply the energy you need by that rate. On time-of-use, use the rate for the hours you plugged in. That’s this month’s number, not a forever quote. Read Tesla charging time at home or roadside.

Off-peak plans change the same kWh

Time-of-use pricing is what most owners actually feel. Dominion’s Off-Peak Plan exists to shift charging into cheaper hours. Pepco also prices energy on a published schedule. That schedule is on pepco.com and on your bill. We didn’t confirm one overnight window that holds for every plan. Don’t assume midnight is automatically the cheap slot. Read the hours printed on your own tariff.

Summer here is hot and humid, with stretches above 90F. Cabin cooling on a crawl uses energy that isn’t miles. Winter is the bigger kWh hit for many owners. Dulles runs colder and snowier than Reagan National. Loudoun, upper Montgomery, and Prince William feel that more. Recurrent Auto published a study of more than 30,000 EVs. A typical car keeps about 80 percent of range at 32F. At 20F that typical car keeps about 70 percent. Those extra kWh show up on the home bill later.

Home Level 2 versus a Supercharger

A 240-volt Level 2 session at home is usually cheapest per kWh. You’re buying residential energy from Pepco, Dominion, NOVEC, or Manassas. Tesla Superchargers bill a separate price Tesla sets. Check the in-car screen or the Tesla app before you start. We don’t publish a Supercharger rate on this site. That Supercharger price isn’t ours, and it moves.

A 120-volt outlet is often too slow overnight. Read Level 1 overnight charging for when that outlet falls short. A 240-volt wall connector is a separate install. Old houses, new houses, and who pays a home rate

Takoma Park’s housing stock is 90.0 percent pre-1980. Annandale sits at 79.8 percent, Wheaton at 73.1 percent. Washington’s pre-1980 housing share sits at 70.3 percent. Older panels often never met a wall connector. Ashburn’s pre-1980 housing share sits at 3.1 percent. Gainesville is 3.8 percent, and Centreville is 11.1 percent. Germantown’s pre-1980 housing share sits at 14.1 percent. Arlington, Alexandria, the District, and Silver Spring run apartment-heavy. Many drivers there buy public kWh instead of a home rate.

That isn’t a claim that a road lacks chargers. Your cost follows the plug you actually use. In Manassas, don’t paste a Dominion Schedule 1EV rate onto that bill. Manassas is an independent city with its own utility. Fairfax County and the City of Fairfax are separate.

When you’re stranded, the home rate doesn’t apply

A mobile rescue isn’t billed as Pepco EVsmart. That rescue visit also isn’t Dominion’s Off-Peak Plan. Independent operators bring a 240-volt Level 2 source to the car. They typically add 10 to 20 miles of range. That takes 15 to 30 minutes of charging. That’s charging time, and it’s never an arrival time. The operator quotes you before work, then bills you directly. Charge Pro DC doesn’t set that operator quote. Read mobile EV charging quotes and who bills you first. If the car won’t wake, check the 12-volt first.

Confirm incentives before you subtract them

Maryland Pepco charger rebates are limited by address. The District’s alt-fuel tax-credit rules sit in a separate program. Virginia enacted an EV rebate program in 2021. You’ll need to check funding before you subtract it. Federal clean-vehicle and charger credits still change often. Confirm those on an IRS or Treasury page. We couldn’t lock a current dollar figure for this page.
